Wayne County and Municipalities
Coastal Incentive Grants:
The following projects were either submitted directly by one of the Wayne County local governments or by one of the local government agencies that provides services to Wayne County and its municipalities.
Upper River Landing Stabilization and Revitalization Project; submitted by the Wayne County Board of Commissioners and funded in October 1999. GA DNR CRD provided $25,000 for installation of a low barrier wall, new boat ramp, stairs from the lower to upper bluff, landscaping a small picnic area, and educational signage at the Upper River Landing on the Altamaha River.
The Oglethorpe Landing (Pig Farm Landing) Best Management Practices Demonstration Project; submitted by the Wayne County Board of Commissioners and funded in October 2000. GA DNR CRD provided $20,500 for improvements to the landing on the Altamaha River. Improvements included bioengineered stream bank techniques to reduce critical erosion and improve water quality, providing an education workshop, brochure and exhibit, educational signage and the creation of demonstration plots that serve as a model for other Altamaha River corridor counties to consider in addressing erosion problems at landing sites.
Greenway Properties Pre-acquisition Work; submitted by the City of Jesup and funded in October 2002. This project involves identifying owners of property associated with development of a greenway for the city and determining the interest of the owners in either selling or providing an easement for the property to be used in the greenway.
Conservation Education Program; submitted by the Satilla River Soil and Water Conservation District and funded for 2 years in October 1999 and in October 2000. This project provided a number of Best Management Practice workshops for landowners, local government staff and students in the Satilla River SWCD service area. Workshops focused on: Erosion & Sediment Control for construction sites (scholarships were provided for local government staff to attend), Conservation Tillage (No-Till Drill) Demonstrations and Litter Spreader Demonstrations for agricultural interests, and Forestry Best Management Practices. The award provided various conservation brochures and materials for distribution in the service area.
Altamaha River Corridor Best Management Practices Demonstration Project; submitted by the Satilla River Soil and Water Conservation District and funded in October 2002. GA DNR CRD provided $42,000 for the installation of erosion control measures on two Altamaha River landings in order to demonstrate new erosion control technologies to coastal decision makers. Installation of other improvements on three additional landings will enhance the regions recreational needs. A new color brochure illustrating model components for a successful landing development will also be produced.
Technical Assistance to Wayne County and its Municipalities:
The technical assistant for Wayne County is Jan Mackinnon, whose activities within the county have included:
• Discussing with the County Administrator the mission of the Coastal Management Program and the role of technical assistants within the county.
• Working closely with the Altamaha River Partnership group which is active in Wayne County.
• Attending Jesup City Council meetings to learn of the needs of the city.
• Working closely with Bron Cleveland and Associates in compiling the greenspace application for Wayne County and researching potential acquisition sites for the McMillan Creek Greenway Project.
• Planning and implementing a Greenspace workshop in which Wayne County staff attended.
• Serving as a liaison between past Coastal Incentive Grants in which Wayne County was granted and GCMP.
• Creating GIS maps of the McMillan Creek Greenway project on behalf of the City of Jesup.
• Working with the Seven Rivers RC&D Council which serves Wayne County.
