McIntosh County and Municipalities
Coastal Incentive Grants:
The following projects were either submitted directly by one of the McIntosh County local governments or by one of the local government agencies that provides services to McIntosh County and its municipalities.
Darien Waterfront: An Exercise in Balancing Economic Development with Preservation of Natural, Environmental, Historic, and Recreational Resources; submitted by the City of Darien and funded in April 1998 ($25,000) and in October 1998 ($25,000). GA DNR CRD provided $50,000 over an eighteen month period to assist the city with riverfront development for recreation and tourism, including development and implementation of a professional landscape plan; construction of a public access road and sidewalk; installing extensive drainage improvements; and extending water service to the project area.
White Chimney Park Development; submitted by the McIntosh County Board of Commissioners and funded in October 1998. GA DNR CRD provided $24,683 to assist with construction of a pier, shelter, picnic tables and parking improvements at the White Chimney Park located near Shellmans Bluff in McIntosh County.
Establishment of a Regional GIS Inventory and Functionality Criteria for Impact Assessment of Near-Water On-Site Septic Systems within Coastal Sections of the Ogeechee and Altamaha Watersheds in McIntosh County GA; submitted by the McIntosh County Board of Commissioners and funded in October 2001, with work being performed by the University of Georgia Marine Extension Service. GA DNR CRD provided $23,536 to survey all septic tanks in the Ogeechee and Altamaha River watersheds in McIntosh County; evaluate the condition of the septic systems, and produce a GIS map of locations and other data.
Conservation Education Program; submitted by the Coastal Soil and Water Conservation District and funded for 5 years from April 1998 - September 2003. GA DNR CRD has provided $69,448 through which a number of Best Management Practice workshops for landowners, local government staff and students in the Coastal SWCD service area. Workshops have focused on: Erosion & Sediment Control for construction sites (scholarships were provided for local government staff to attend), Conservation Tillage (No-Till Drill) Demonstrations and Litter Spreader Demonstrations for agricultural interests, and Forestry Best Management Practices. The award provided various conservation brochures and materials for distribution in the service area.
Regional Circuit Rider Planner for Respective Local Governments in Coastal Georgia; submitted by the Coastal Georgia Regional Development Center and funded from April 1998 - September 2001. GA DNR CRD provided $50,000 to fund a regional environmental planner to provide technical planning and GIS assistance to local governments and agencies to better enable them to meet the Part V Environmental Standards of the 1989 Georgia Planning Act.
The Coastal Georgia Game (Travel Activity Booklet); submitted by the Coastal Georgia Regional Development Center for funding in October 1999. GA DNR CRD provided a $14,748 grant for the development and publication of The Coastal Georgia Game booklet that was available for tourist along the I-95 corridor in the Georgia Welcome Centers. The game was developed to increase awareness of Coastal Georgia's natural and historic resources, and to promote ecological and heritage based tourism in the region.
Stormwater Management Regulations Project; submitted by the Coastal Georgia Regional Development Center for funding in October 2001. GA DNR CRD provided $20,000 to provide assistance to Phase II communities in establishing qualifying stormwater management programs through development of model stormwater management regulations and standard development review procedures; training for local administrative staff, private sector engineers, and developers in new regulations and procedures; and training for local elected officials and the general public.
Coastal Erosion and Sediment Control Inspector; submitted by the Coastal Soil and Water Conservation District and funded in October 2001 ($39,237) and October 2002 ($40,335). GA DNR CRD provided over two years of funding ($79,572) for a regional Erosion and Sedimentation Act inspector to work with local governments and contractors in the coastal region.
Technical Assistance to McIntosh County and its Municipalities:
The technical assistant for McIntosh County is Jan Mackinnon, whose activities within the county have included:
• Meeting with McIntosh County Commissioners to discuss the mission of the Coastal Management Program and the role of technical assistance in the community
• Meeting with the City of Darien Council to discuss the mission of the Coastal Management Program and the role of technical assistance in the community
• Meeting with the McIntosh Sustainable Economic and Environmental Development (SEED) group to discuss GCMP's role in the community
• Presenting at the local decision makers workshop hosted by the Sapelo Island Estuarine Research Reserve and McIntosh SEED.
• Working closely with the Downtown Development Authority in the designation of the Altamaha Historic Scenic Byway along Highways 99 and 17.
• Working with permitting staff and UGA Driftmier Engineering in establishing an initiative of bioengineering bank stabilization using McIntosh County sites as models.
• Working with the county clerk of McIntosh County in budgeting for Coastal Incentive Grant applications for deliverables.
• Working with commissioners and DNR staff regarding a boat ramp that needs repair.
• Meeting with developers in McIntosh County to discuss previous surface materials that aid in the control of nonpoint source pollution.
• Working closely with the Altamaha River Partnership group which is active in McIntosh County.
• Working with the Coastal RC&D Council, the NRCS and county staff to discuss grants relating to Barrington boat landing.
• Meeting with numerous landowners regarding dying saltmarshes in Georgia.
