Glynn County and Municipalities
Coastal Incentive Grants:
The following projects were either submitted directly by one of the local governments in Glynn County or by one of the government agencies that provides services to the local governments in Glynn County.
Fishing Pier at the Altamaha Park Plans & Design; submitted by the Glynn County Board of Commissioners and funded in April 1998. GA DNR CRD provided $10,000 for the preliminary site study and engineering plans for a fishing pier with and education component at the Altamaha River Park in the northwest portion of the county.
Fishing Pier at the Altamaha Park Construction; submitted by the Glynn County Board of Commissioners and funded in October 2000. GA DNR CRD provided $34,500 toward the construction of a multi-purpose, handicap accessible fishing pier at the Altamaha Regional Park in northwestern Glynn County.
Boat Ramp Repairs; submitted by the Glynn County Board of Commissioners and funded for two years in April 1998 ($25,000) and in October 1998 ($25,000). GA DNR CRD provided $50,000 over a two year period for renovations and improvements to five boat ramps in four locations in the county: Mackay River Bridge off the St. Simons Causeway, the South Herrington Boat Ramp on the northern end of St. Simons, two ramps on Blythe Island, and the ramp off of GA Hwy. 303.
Beach Access and Park Enhancement Project at Massingale Park on St. Simons Island; submitted by the Glynn County Board of Commissioners and funded in October 1998 ($25,000), October 1999 ($25,000) and October 2000 ($25,000). GA DNR CRD provided $75,000 over a three year period to fund the redesign of the park, various renovations and enhancements to the park area, and design and building of new restroom / shower facilities. Massingale is one of only two beachfront parks in Glynn County.
Groundwater Availability and Feasibility of the Miocene Aquifer System; submitted by the Glynn County Board of Commissioners and funded in April 1998. GA DNR CRD provided $25,000 for the analysis of the suitability of the Miocene Aquifer System as an alternative water supply to the Upper Floridan Aquifer, Glynn County's current primary groundwater source.
Glynn County Master Drainage Plan GIS Hydrological Overlay; submitted by the Glynn County Board of Commissioners and funded in October 2000 ($25,000) and October 2001 ($25,000). GA DNR CRD provided $50,000 over a two year period to complete a data inventory of hydrological characteristics of all 457 square miles of Glynn County, including the Satilla and Altamaha watersheds and development of a hydrological overlay for the County's Geographic Information System (GIS).
Glynn County NPDES Phase II Compliance and Implementation Initiative; submitted by the Glynn County Board of Commissioners and funded in October 2002. GA DNR CRD provided $25,000 for the development of a Stormwater Management Plan and Ordinance Update. Included is implementation of the required six minimum control measures to promote pollutant load reduction and promotion of stormwater best management practices (BMPs) for use by the general public and private contractors; as well as an educational component for the general public regarding the importance of stormwater management to Glynn County.
Upland Improvements & Stabilization Project; submitted by the Jekyll Island Authority and funded in October 1998. GA DNR CRD provided $25,000 for improvements to the upland site of the public fishing pier and boat ramp in the old basin area.
Conservation Education Program; submitted by the Coastal Soil and Water Conservation District and funded for 5 years from April 1998 - September 2003. GA DNR CRD has provided $69,448 through which a number of Best Management Practice workshops for landowners, local government staff and students in the Coastal SWCD service area. Workshops have focused on: Erosion & Sediment Control for construction sites (scholarships were provided for local government staff to attend), Conservation Tillage (No-Till Drill) Demonstrations and Litter Spreader Demonstrations for agricultural interests, and Forestry Best Management Practices. The award provided various conservation brochures and materials for distribution in the service area.
Regional Circuit Rider Planner for Respective Local Governments in Coastal Georgia; submitted by the Coastal Georgia Regional Development Center and funded from April 1998 - September 2001. GA DNR CRD provided $50,000 to fund a regional environmental planner to provide technical planning and GIS assistance to local governments and agencies to better enable them to meet the Part V Environmental Standards of the 1989 Georgia Planning Act.
The Coastal Georgia Game (Travel Activity Booklet); submitted by the Coastal Georgia Regional Development Center for funding in October 1999. GA DNR CRD provided a $14,748 grant for the development and publication of The Coastal Georgia Game booklet that was available for tourist along the I-95 corridor in the Georgia Welcome Centers. The game was developed to increase awareness of Coastal Georgia's natural and historic resources, and to promote ecological and heritage based tourism in the region.
Stormwater Management Regulations Project; submitted by the Coastal Georgia Regional Development Center for funding in October 2001. GA DNR CRD provided $20,000 to provide assistance to Phase II communities in establishing qualifying stormwater management programs through development of model stormwater management regulations and standard development review procedures; training for local administrative staff, private sector engineers, and developers in new regulations and procedures; and training for local elected officials and the general public.
Technical Assistance to Glynn County and its Municipalities:
The technical assistant for Glynn County is Jill Huntington, whose activities within the county have included:
• Serving as a member of the Glynn County Development Review Team that meets on a weekly basis to discuss new development proposals within the county. Staff comments on the impacts of development on coastal resources and also works very closely with County staff to answer natural resource-based questions.
• Participating in the County's Water Resources Management Advisory Committee that is charged with exploring alternative water supply sources for the County.
• Serving as an ex-officio member of the Glynn County Greenspace Advisory Committee and providing GIS support and resource information to the committee.
• Working with County staff to develop Coastal Incentive Grants proposals.
• Hosting two Coastal Greenspace Program Managers Workshops. The county's Greenspace program has been represented at both events.
• Attending County Commission meetings where natural resource or Coastal Incentive Grant issues were scheduled for discussion. Staff also attends Planning Commission meetings and other public hearings where issues related to water resources and beaches are being discussed.
• Hosting a Glynn County Field Exercise for county and municipal public works, planning, and engineering staffs. The exercise included a discussion of the Coastal Resources Divisions jurisdiction over the marsh, EPDs jurisdiction over buffers adjacent to State waters, and a brief summary of the Coastal Non-Point Source Pollution Control (6217) program. Participants toured the Earth Day Nature Trail (CRD Headquarters) and received in-the-field instruction on identifying State jurisdiction marsh vegetation and measuring buffers.
