Chatham County and Municipalities

Coastal Incentive Grants:
The following projects were either submitted directly by one of the local governments in Chatham County or by one of the government agencies that provides services to the local governments in Chatham County.

Ossabaw Island Restoration Project; submitted by the Chatham County Board of Commissioners and funded in April 1998. GA DNR CRD provided $5,000 for removal of trash and debris from the beach areas on Ossabaw Island. The Clean Coast Organization coordinated the project.
Chatham County Hurricane Storm Surge Inundation Maps; submitted by the Chatham County Board of Commissioners and funded in October 1998. GA DNR CRD provided $25,000 for the development of updated Hurricane Storm Surge Inundation (i.e.SLOSH) Maps for use by local officials for evacuation decision making and public education, in hardcopy as well as GIS map layers.
Water Supply Planning Conference; submitted by the Chatham County Board of Commissioners and funded in October 1999. GA DNR CRD provided $12,496 to fund a water planning conference in Savannah for major water users, water planners, scientists, and governmental officials from the Georgia coastal region and lower South Carolina. The conference presented information on current usage, projected usage, and impacts of current and future usage patterns.
Implementation of a Greenway Plan for Improvement of Stormwater Quality; submitted by the Chatham County Board of Commissioners and funded in October 2000. GA DNR CRD provided $25,000 to assist in the design and development of planned greenway corridors along major drainage canals in Chatham County to improve the quality of the water during stormwater runoff events.
Development of Standards for Natural and Engineered Systems of Filtration and Detention of Stormwater Runoff for Improved Water Quality; submitted by the Chatham County Board of Commissioners and funded in October 2001. GA DNR CRD provided $25,000 to evaluate the need for and to provide local programs and standards resulting in recommendations to local governments for limiting impervious surfaces for new developments throughout Chatham County, thus reducing runoff into major waterways within the County.
A Water Conservation Partnership in Savannah / Chatham County; submitted by the Chatham County - Savannah Metropolitan Planning Commission and the Savannah Housing Authority and funded in October 1998 ($25,000) and October 1999 ($22,200). GA DNR CRD provided $47,200 over two years to install low flow plumbing fixtures in two public housing developments in Savannah, resulting in annual savings of six million gallons of water and $11,000 per year in water and sewer charges.
Xeriscape A Water Wise Landscaping Conference and Continuing Education Program; submitted by the Chatham County Savannah Metropolitan Planning Commission and funded in October 2002. GA DNR CRD provided $25,000 for a conference to educate and promote Xeriscape to landscapers, developers, local government officials and organizations with related interest, and to inform local government officials about Xeriscape and related ordinances and incentives.
Port Wentworth Natural Resources Management Program; submitted by the City of Port Wentworth and funded for two years, October 2001 ($25,000) and October 2002 ($25,000). GA DNR CRD provided a total of $50,000 for this two year project that involves development and implementation of a natural resource management program that would assist with preserving natural resources within the City by providing technical assistance with sustainable land development activities; and by providing a public education program that encourages water quality and natural resource protection throughout the region.
Watershed Assessment for the Proposed Crossroads Wastewater Treatment Plant; submitted by the City of Savannah and funded in October 2000. GA DNR CRD provided $25,000 to assist in the watershed assessment for the Crossroads area in Savannah.
Back River Storm Drain Project; submitted by the City of Tybee Island and funded in October 1998. GA DNR CRD provided $25,000 for the removal of an old storm drain outfall from the public beach and replacement and relocation of the outfall and drainpipe into a system of sand stabilizing erosion control groins.
Back River Storm Drain Extension Project; submitted by the City of Tybee Island and funded in October 2002. GA DNR CRD provided $25,000 to extend the drainpipe of the Back River storm drain to alleviate a silting problem at the terminal end of the drainpipe.
Conservation Education Program; submitted by the Coastal Soil and Water Conservation District and funded for 5 years from April 1998 - September 2003. GA DNR CRD has provided $69,448 through which a number of Best Management Practice workshops for landowners, local government staff and students in the Coastal SWCD service area. Workshops have focused on: Erosion & Sediment Control for construction sites (scholarships were provided for local government staff to attend), Conservation Tillage (No-Till Drill) Demonstrations and Litter Spreader Demonstrations for agricultural interests, and Forestry Best Management Practices. The award provided various conservation brochures and materials for distribution in the service area.
Regional Circuit Rider Planner for Respective Local Governments in Coastal Georgia; submitted by the Coastal Georgia Regional Development Center and funded from April 1998 - September 2001. GA DNR CRD provided $50,000 to fund a regional environmental planner to provide technical planning and GIS assistance to local governments and agencies to better enable them to meet the Part V Environmental Standards of the 1989 Georgia Planning Act.
The Coastal Georgia Game (Travel Activity Booklet); submitted by the Coastal Georgia Regional Development Center for funding in October 1999. GA DNR CRD provided a $14,748 grant for the development and publication of The Coastal Georgia Game booklet that was available for tourist along the I-95 corridor in the Georgia Welcome Centers. The game was developed to increase awareness of Coastal Georgia's natural and historic resources, and to promote ecological and heritage based tourism in the region.
Stormwater Management Regulations Project; submitted by the Coastal Georgia Regional Development Center for funding in October 2001. GA DNR CRD provided $20,000 to provide assistance to Phase II communities in establishing qualifying stormwater management programs through development of model stormwater management regulations and standard development review procedures; training for local administrative staff, private sector engineers, and developers in new regulations and procedures; and training for local elected officials and the general public.
Coastal Erosion and Sediment Control Inspector; submitted by the Coastal Soil and Water Conservation District and funded in October 2001 ($39,237) and October 2002 ($40,335). GA DNR CRD provided over two years of funding ($79,572) for a regional Erosion and Sedimentation Act inspector to work with local governments and contractors in the coastal region.

Technical Assistance to Chatham County and its Municipalities:
The technical assistant for Chatham County is Jan Mackinnon, whose activities within the county have included:
• Working closely with the Tybee Island Beach Task Force in reference to beach maintenance techniques, permitting and legislation.
• Presenting to the Tybee City Council regarding the mission of the GCMP and the role of technical assistants.
• Meeting with Tybee 4H staff to discuss Coastal Incentive Grant applications.
• Attending relevant Metropolitan Planning Commission (MPC) meetings.
• Presenting to the planning board of the MPC regarding the Hammocks Advisory Council updates.
• Meeting with owners of a hammock to discuss acquisition by conservation agencies.
• Meeting with numerous landowners regarding dying saltmarshes in Georgia.
• Discussing the GCMP with representatives from Vernonburg.
• Meeting with the City Administrator of Port Wentworth to discuss Coastal Incentive Grants.
• Meeting with the City Administrator of Garden City to discuss Coastal Incentive Grants and the GCMPs role in the community.
• Attending numerous workshops hosted by the MPC and the City of Savannah.
• Attending Earth Day hosted by the City of Savannah. The Coastal ARK was there to exhibit GIS mapping, water quality sampling methods and the GCMPs mission.
