Charlton County and Municipalities
Coastal Incentive Grants:
The following projects were either submitted directly by one of the local governments in Charlton County or by one of the government agencies that provides services to the local governments in Charlton County.
Historic William Mizell Sr. Regional Museum / Visitors Center Project; submitted by the City of Folkston and funded in October 1998. GA DNR CRD provided $15,000 for redesign and replacement of the electrical system in the main Mizell House to facilitate the establishment of a museum and visitors education center focusing on the significance of forestry, the Okefenokee Swamp, and the St. Marys River to the area.
Okefenokee Education and Research Center; submitted by the City of Folkston and funded in October 2000 ($25,000) and in October 2002 ($50,000). GA DNR CRD has provided $75,000 to plan and renovate a historic building for a regional research and environmental education center for K 12 and the general public. The center will focus on the Okefenokee Swamp and the St. Marys and Suwannee rivers watersheds. Once renovations are completed, the City will seek listing for the facility on the National Register of Historic Places.
Conservation Education Program; submitted by the Satilla River Soil and Water Conservation District and funded for 2 years in October 1999 and in October 2000.
These projects provided a number of Best Management Practice workshops for landowners, local government staff and students in the Satilla River SWCD service area. Workshops focused on: Erosion & Sediment Control for construction sites (scholarships were provided for local government staff to attend), Conservation Tillage (No-Till Drill) Demonstrations and Litter Spreader Demonstrations for agricultural interests, and Forestry Best Management Practices. The award provided various conservation brochures and materials for distribution in the service area.
Technical Assistance to Charlton County and its Municipalities:
The technical assistant for Charlton County is Jan Mackinnon, whose activities within the county have included:
• Presenting to the County Commissioners regarding the mission of the Coastal Management Program and the role of technical assistants within the county.
• Working with commissioners regarding funding for boat ramps within the county.
• Working with the county regarding soil maps and GIS coverages available for Charlton County.
• Working with the Charlton County administrator to identify any sources of funding for projects through Coastal Incentive Grants.
• Working with the Mayor of Homeland in the preparation of a Coastal Incentive Grant and in the search for grant monies regarding Homeland projects.
• Participating in the St. Marys River Management Committee meetings, serving as liaisons between the Committee and Coastal Resources Division. Charlton County is strongly represented on the Committee.
• Presenting at the Southeast RDC Board meeting on Water Conservation issues as they relate to coastal systems.
• Collaborating with the Seven Rivers RC&D Council which serves Charlton County.
• Presenting to the Seven Rivers RC&D Council on water conservation.
• Meeting with staff from the Okefenokee Swamp (US Fish and Wildlife Service) to discuss the role of the Coastal Management Program.
• Serving as a liaison to the NRCS in regards to soil maps for Charlton County.
• Creating a 500 year floodplain map for the county's use in planning.
